La ciudadanía no es un regalo, sino que se gana. El precio a pagar en el proyecto del Senado son 13 años de arduas condiciones para llegar a la posibilidad de pedirla, sin garantía de obtenerla. La ciudadanía tampoco debería ser un instrumento de negociación.
