When Republican House Natural Resources Committee Members Amplified White Nationalist Conspiracy Theories

Most of the Republican Members of the House Natural Resources Committee have amplified white nationalist “invasion” and “replacement” conspiracy theories over the last few years. Their rhetoric is inexorably tied to the “Great Replacement Theory” and multiple domestic terrorist attacks that have claimed the lives of dozens of Americans over the last several years.

• Chairman Bruce Westerman (R-AR-04) supported the white nationalist “invasion” rhetoric in his official weekly column on July 7th, 2022 applauding officials in Texas who declared an “invasion.” He has also attended an annual event held by a SPLC-designated hate group, Federation for American Immigration Reform (FAIR) in September 2022. The hate group was founded by a white nationalist John Tanton and the event was used to spread the false narrative of open border, fentanyl and the “invasion” rhetoric.
• Doug LaMalfa (R-CA-01), Lauren Boebert (R-CO-03), Paul Gosar (R-AZ-09), Daniel Webster (R-FL-11), and Matt Rosendale (R-MT-02) are cosponsors of the bill H.R. 2737 – “Stop the Invasion Act.”
• Rep. Lauren Bobert (R-CO), promoted Oversight’s first Committee hearing with the deadly conspiracy tweeting: “Mark your calendars. The week of Feb 6th. A @GOPoversight hearing on the invasion at our southern border. Time to get to the bottom of this mess. Buckle up!”
• Rep. Paul Gosar (R-AZ), all but a card-carrying white nationalist, frequently promotes the “invasion” and “replacement” conspiracy. On January 23, 2023, Gosar tweeted: “We shouldn’t be sending tanks to Ukraine. They belong on our southern border, where America is being invaded.” Most recently, Rep. Gosar said in a “better society” General Mark Milley, the highest ranking military official, would be “hung”.
• Matt Rosendale (R-MT-02), tweeted on his official twitter account that Biden “is letting [them] invade our southern border. We need a President that will take a stand against illegal immigration and secure our border” further pushing the idea that Democrats are in cohorts with the non-white migrants to “change the demographic” of the United States which is a version of the replacement conspiracy.

Why this matters:

This invasion and replacement conspiracy has repeatedly been the motivating inspiration for repeated acts of political violence and domestic terrorism. It was chanted in the streets of Charlottesville in 2017, posted online before a man murdered 11 in Pittsburgh in 2018, shared in racist screeds before the murder in Poway and the murder of 23 in El Paso in 2019, believed by those who attacked the Capitol in 2021, and copied by the gunman who killed ten people in Buffalo in May of 2022.

In July 2023, DHS Secretary Alejandro Mayorkas confirmed in testimony before Congress that when Members of Congress use great replacement conspiracy theory language like describing migrants as an “invasion,” it “fuels the threat landscape we encounter.” Tasked with combating threats to the homeland, Members of Congress who employ “invasion” and “replacement” conspiracies are actively making the Secretary’s job harder and increasing the threat to public safety.

The FBI and the Justice Department have also testified that the threat from violent domestic extremists is a leading terrorist concern. In November 2022 and December 2022, DHS issued memos warning about threats to migrants and infrastructure at the southern border in response to anti-immigrant-related concerns.

While many of the Republicans, including those in the House Natural Resources Committee, have adopted rhetoric and versions of the “Great Replacement Theory” that are slightly less explicitly racist and antisemitic, their rhetoric furthers the same sort of dehumanization that paints non-white migrants as an existential threat. As an excellent resource from Human Rights First explains: “Dog whistles for this conspiracy include ‘voter replacement’ or statements claiming increases in border crossings are ‘intentional.’” 

Dr. Heidi Beirich, Co-founder of the Global Project Against Hate and Extremism, an expert on extremism, provided context on the messaging adopted by GOP leaders: “The ‘Great Replacement’ is one of the most dangerous white supremacist conspiracy theories that exists today. This lie has inspired mass murders around the world, including last year’s shooting in Buffalo, and also influences discriminatory and inhumane immigration policies. It’s incredibly irresponsible and dangerous for politicians and right-wing media to give a platform to these racist and anti-immigrant ideas that have propelled disastrous immigration policies.”

Two years ago, then GOP Minority Leader Kevin McCarthy removed then Rep. Steve King (R-IA) from his committee assignments because of his use of white nationalist language. Now, it’s routine messaging for GOP members of key committees.
